add docker image and automated gitlab-ci build

this merge request adds docker context execution. The docker image wraps the download-forcing.py script with the installed requirements and automated copernicus login.

The docker image is built on every commit via gitlab-ci with naos builders. The image is then released on the container registry allowing easy executions outside this repository (documented on the readme)
