Updated the return of the error information

Paul Ragueneau requested to merge unit_tests_paul into dev

FEAT -> green_budget_controller.py: Updated the return by the usage of a schema. the dict now contains the filename, the completion state as well as the field "information" which contains the line_number and the spec.
